The project “Cooperation for the establishment of increased situational awareness – CERETAB” concerns the improvement of the accurate picture of the situation at the Greek-Cypriot border, through the strengthening of cooperation and information exchange between the National Coordination Centres of the two countries. More specifically, the project completed the development of a Common Information Exchange Platform and the procurement of border surveillance systems (Unmanned Aerial Systems – UAS), one for each Member State.

The partners participating in this project are, on the Greek side, the European and Development Programmes Management Service of the Ministry of Citizen Protection and the Ionian University, while on the side of the Republic of Cyprus, the Cyprus Police and the University of Cyprus.

The project was successfully completed on 31/05/2023.

To project D4FLY (“Detecting Document Fraud and Identity Fraud on the fly” “Detecting Document fraud and iDentity on the fly – D4FLY”), in which the Hellenic Republic participated as a partner, with a duration of 36 months (01-09-2019 to 31-08-2022), focused on strengthening the detection capacity of illegal border crossings, focusing on the detection of forged and counterfeit documents. The project tested new methods to combat counterfeiting and looked for ways to tackle the growing threat of forged images on genuine identity or travel documents. The D4FLY project focused on techniques for detecting document fraud using artificial intelligence technology, and used “matching” techniques to search for known criminals, including international terrorists. As part of the D4FLY project, extensive testing was carried out with the application of new technologies at air, sea and land borders.

YDEAP, in cooperation with the Piraeus Port Authority, the “Demokritos” Research Centre and the other partners of the project, organised and successfully completed an on-site exercise from 21 to 25 February 2022, at the International Cruise Ship Terminal at the Port of Piraeus, testing and demonstrating in a real environment the authentication solution in a highly automated “on the move” border control environment for travellers arriving by cruise ships.

This action concerns the extension of the existing surveillance system of the Greek-Turkish border to the remaining parts of the border.

More specifically, the extension covers the riparian part of the Greek-Turkish border in the Evros region (the remaining part of Orestiada and Alexandroupolis) and consists of ten (10) Surveillance Stations, which are equipped with sensors for the reception – transmission of operational information from the field, as well as an Auxiliary Telecommunication Interconnection Point. In addition, four (4) new Local Operational Centres [Local Centres for Integrated Border and Migration Management (LOCAL CENTRES)] were created, for the control – operation of the systems on board the Surveillance Stations, through a computer and a suitable control console, as well as the supporting equipment of the installation, located in the area of their responsibility. The operational picture from the surveillance systems shall be stored in appropriate centralised high-availability computing infrastructures in the area of responsibility of each TO. C.O.O.I.S.M.E.

The four (04) Coastal Patrol Vessels (CPVs) carry state-of-the-art surveillance equipment such as radar and electro-optical/infrared cameras for day and night observation, as well as appropriate search and rescue equipment to deal with emergency situations. CPVs are fast vessels for tactical or search and rescue (SAR) operations and have the ability to operate in harsh weather conditions.

The Hellenic Coast Guard, which, among other things, has control of one of the largest commercial ports in Europe, with large passenger traffic to and from other European countries, must have at its disposal modern equipment and fully operational means in order to prevent and suppress all forms of crime and especially organised cross-border crime. In this context and in order to fulfil its mission in the field of combating cross-border organised crime, it has requested funding for the procurement of new modernised and adapted K9 dog transport vehicles.

This Action concerns the procurement of thirteen (13) K-9 drug detection dog transport vehicles for the support of central and regional services of the Coast Guard, and is complementary to the two Actions co-financed in the same framework: Procurement of Eight (08) K-9 Police Dogs and Eight (08) Drug Detection K-9 Police Dog Transport Vehicles from the Homeland Security Fund/Police Cooperation Sector 2014-2020.

The deliverables for this Action are thirteen (13) K-9 dog transport vehicles of the appropriate type. ThesePEUGEOT 308 STATION WAGON vehicles are of conventional appearance, with anti-fouling technology, an overall length of 4636 mm and a luggage capacity of 608lt, without folding rear seats. It is clarified that the dog’s waiting area is separated from the passenger area by a suitable metal mesh, while in this area a suitable cage of strong aluminium construction of MIMSAFE has been placed, which covers 2/3 of the volume of the area, with a door at the back to make it easy to disembark the dog, while providing sufficient air circulation inside. In addition, their diesel engine is a new anti-pollution technology, with a power of at least 88Kw, with a displacement of no more than 2,000 cubic centimetres. In terms of costing per vehicle (including VAT, registration fees and other charges) the cost per vehicle is 24.793,90 €.

The action concerns the supply of suitably configured and equipped vehicles with autonomous operation of the electronic, electrical and mechanical equipment of the operators, as well as the electrical power supply systems. The aim is to detect people trying to cross the border hidden in any way in the vehicles.

The scope of the project is the supply of three (03) fixed mount thermal camera systems which were installed on the Offshore Vessels 060, 070 and 080. The aim of this specific supply is to upgrade and modernize the capabilities of the PATHs, as well as to enhance their operational readiness and effectiveness in the context of surveillance of the wider maritime area of responsibility of the Coast Guard – Greek Coast Guard.
In particular, it is specified that the SS – ELAKT High Seas Vessels are the largest vessels of the Agency’s fleet and therefore they are mainly active in the surveillance – guarding of the maritime borders. In addition, thermal imaging cameras, as systems, are “tools” that improve the ability of surveillance and early detection of targets, thus enhancing the operational capabilities of ships and reducing their unnecessary movements, resulting in a reduction of their operating costs.

Action 1: Smart Policing – Smart Policing

Beneficiary: Traffic Police Directorate / Headquarters of the Hellenic Police (H.P.A.) / Ministry of Citizen Protection (M.P.P.)

Budget: 4.275.706,70€

The action concerns the supply of modern portable electronic devices of the “Smart Phone” type, which through a single application/interface of searches in existing databases (National and European) and the acquisition of biometric characteristics (through the scanning method), license plate numbers and documentary data, achieve the fast and secure search and identification of vehicles, persons and objects.

At the same time, they provide the possibility of data transmission – file transfer, voice call – between users, as well as an application for recording “control incidents” using the device.

The security of the operation of the devices, the applications and especially the data used by them, is achieved through the use of a special platform for remote management of mobile devices with capabilities for both data encryption and management of access rights to the applications used (Enterprise Mobile Management platform).
