–within the framework of the General Program “Solidarity and Management of Migratory Flows” for the period 2007 – 2013, the European Commission manages credits, at a rate of 7% of the total budget of the External Borders Fund, in order to finance actions of community interest, in which they participate beyond of one Mr. In this context, the no.: Ares (2012) 1470119 of 10-12-2012 Invitation of the Commission/General Directorate of Internal Affairs for the submission of cooperation proposals in the framework of Community Actions 2012 (Community Actions 2012) was sent and under no. on 28/02/2013 by the European and Development Program Management Service (Y.D.E.A.P.) joint proposal with the Bulgarian Border Police Directorate (Chief Directorate Border Police), for the further development of the Surveillance system Borders (EUR0SUR). This proposal was approved on 15-07-2013 and concerns the interconnection of the National Coordination Centers for Border Surveillance (National Coordination Centers), as well as the regional surveillance centers, for the exchange of data and information in the neighboring parts of the borders of the two countries with the Turkey, with the ultimate aim of coordinating operational actions in guarding the external borders of the EU within the framework of EUROSUR.
On 12-18-2013, the no. HOME/2012/EBFX/CA/2019 Grant Agreement between the General Directorate of Home Affairs of the European Commission and the Y.D.E.A.P. for the financing through the Community Actions Program 2012 (Community Actions 2012) of the External Borders Fund for the period 2007-2013 of the action entitled “Strengthening the management of migratory flows at the south-eastern external borders of the EU, through the creation of regional networks for the exchange accurate picture of the situation between Bulgaria and Greece in the context of EUROSUR (EL BG SUR)”. According to the submitted funding application and the above Grant Decision, the European and Development Program Management Service of our Ministry was appointed as coordinator and the Bulgarian Border Police Directorate (CDBP) as co-beneficiary, with total budget €665,977.00.
